AmeriCorps Compliance Central is an independent publication written by Gary Kosman. It is not affiliated with, endorsed by, sponsored by, or speaking for AmeriCorps, the Corporation for National and Community Service, the AmeriCorps Office of Inspector General, any state service commission, or any other federal or state agency.

Gary is the CEO of America Learns. That affiliation is disclosed on the about page and in the author note at the bottom of every article. This site is not published by that company, does not promote its products, and does not accept advertising, sponsorship, or paid placement of any kind.

The Uniform Guidance at 2 CFR part 200 is revised periodically. AmeriCorps grant terms and conditions are reissued annually. Program-specific regulations, state commission policies, and your own approved application may impose requirements that are stricter than the federal floor. Before you act on anything you read here, verify it against the current text on the eCFR, your grant’s terms and conditions, and your grants officer or commission program officer.

How articles are sourced and checked

1. A topic is drawn from a standing editorial calendar covering timesheets, member files, progress reporting, financial reporting, performance measurement, subgrantee monitoring, published Office of Inspector General work from 2024 forward, and 2 CFR 200 fundamentals.
2. A draft is written with the governing regulation cited by section, so a reader can check the primary source rather than take the article’s word for it.
3. The draft is reviewed independently by two separate editors, who each hunt for regulatory inaccuracy, wrong or invented citations, overstated certainty, and claims that cannot be verified against a public source.
4. The two critiques are reconciled. Anything either reviewer flags as unsupported is either sourced or removed.
5. A human editor reads the reconciled draft and the flag list, and decides whether it publishes.

This process reduces errors. It does not eliminate them. Regulation is genuinely ambiguous in places, and reasonable, well-informed people disagree about how to apply it.

Corrections

If you find an error, write to gary@americalearns.net. Substantive corrections are made in the article itself with a dated note explaining what changed. Articles are not quietly edited to cover a mistake, and they are not deleted to make one disappear.
